Munter says "the responses [from India and Pakistan] have been measured enough that I think we can still have hope that this will not lead to a wider conflict." However, he says there is "always" the problem of possible violence or terrorist attacks surrounding upcoming elections in India, especially since Pakistan may not be able to control "radical" actors.
