EWI Senior Fellow Franz-Stefan Gady spoke at the “Volatility in the Black Sea Region: Building Resilience and Cooperative Security” conference organized by the George C. Marshall European Center for Security Studies and the Georgian Ministry of Foreign Affairs on September 20, in Tbilisi, Georgia. Gady spoke about the many difficulties policy makers face in drafting and coordinating cyber defense policies on both the national and international levels.
